ENTRY TO THE RUSSIAN FEDERATION AND INITIAL MIGRATION REGISTRATION
FOR RSUE’S STUDENTS, LIVING AT DORMITORY
(VISA COUNTRIES)

As far as the Migration Law of the Russian Federation is going through restriction, obiding of the following rules is compulsory for all the foreign students who doing their migration registration via RSUE’s International Office.

Why is it necessary to follow these rules? According to the Law the university has only 7 days to submit your documents for migration registration. However:

  • your day of arrival to Rostov-on-Don can be in fact the second day of your stay in Russia (if you have crossed the border at late night);
  • International Office needs one day to prepare and fill in your documents for submission;
  • The district Federal Immigration Service office of Russia (FMS) doesn’t accept documents from universities every day.

Thus, upon arrival to Rostov-on-Don you should immediately inform RSUE’s International Office and within one working day visit it.

Required documents

Students who apply to International Office for the first time must submit:

  1. National passport – original and copy
  2. Russian visa – original and copy
  3. Migration card – original and copy
  4. Photo 3хсm (colour or B&W, on mate surface) – 5 pc.
  5. Copy of Study Agreement with RSUE (you should check Agreement’s number, period and correct spelling of your name and surname in accordance with your national passport (or its official translation); if there are any mistakes, apply to the Dean’s Office at your Faculty)
  6. Medical Insurance Certificate valid for the whole period of your study in Russia
  7. HIV test results

Students who have already applied to International Office must submit:

  1. National passport  — copy
  2. Russian visa — copy
  3. Migration card – copy with a clearly readable stamp

 

ENTRY TO THE RUSSIAN FEDERATION AND INITIAL MIGRATION REGISTRATION FOR RSUE’S STUDENTS, LIVING IN RENTAL HOUSING

If a foreign student doesn’t reside at RSUE’s dormitory, he/she must fulfill all the migration registration formalities on his own within 3 days as defined by Law. Registration is made by the owner of the apartment. Initial registration is valid until Russian visa expiration.

RSUE’s International Office submits documents for the new Russian visa and prolongs registration not less than 21 days prior to visa expiration.

Copy of registration along with the following documents must be submitted to the International Office:

Students who apply to International Office for the first time:

  1. National passport – original and copy
  2. Russian visa – original and copy
  3. Migration card – original and copy
  4. Photo 3хсm (colour or B&W, on mate surface) – 5 pc.

MEDICAL INSURANCE

According to the Decree of the Government of the Russian Federation №167 of March 24, 2003 «On the Legal Status of Foreign Nationals and Stateless Persons During Their Stay in the Russian Federation» educational institutions must provide guarantees that foreign students have medical insurance.  Thus, every foreign student (irrespective of the place of residence) MUST HAVE medical insurance!

 

EXIT FROM THE RUSSIAN FEDERATION AND RE-ENTRY

If you leave Russia without a multiple-entry visa you may re-enter Russia only with the new single-entry visa. Before leaving you must notify RSUE’s International Office. Upon arrival back to Russia you must immediately visit International Office and go through the initial migration registration as was described before. The same concerns students with a multiple-entry visa.

RSUE’s International Office earnestly asks you not to leave Russia during study semester without any emergency circumstances.

 

EXIT FROM THE RUSSIAN FEDERATION AND RE-ENTRY

If you leave Russia without a multiple-entry visa you may re-enter Russia only with the new single-entry visa. Before leaving you must notify RSUE’s International Office. Upon arrival back to Russia you must immediately visit International Office and go through the initial migration registration as was described before. The same concerns students with a multiple-entry visa.

RSUE’s International Office earnestly asks you not to leave Russia during study semester without any emergency circumstances.

 

PROLONGATION OF REGISTRATION. ISSUE OF MULTIPLE-ENTRY VISA

Maximum terms of registration period for visa-country students can not exceed the period of Russian visa validity. Not less than 3 weeks prior to visa expiration and registration expiration date students must visit International Office in order to fulfill all the formalities connected with this issue. Students must also bring passport, visa and valid migration and registration card.

 

PENALTIES FOR VIOLATION OF MIGRATION RULES 

If you:

  • have violated the procedure of crossing the state border of Russia;
  • were not registered in time at the place of your residence;
  • did not leave Russia upon the expiration of the authorized period of stay;
  • are employed illegally;
  •  provided incorrect of false information about yourself during migration registration,

then as per article 25.10 of Federal Law № 114-ФЗ of 15.08.1996 «On the procedure of exit from the Russian Federation and entry to the Russian Federation» your stay on the territory of Russia is illegal and you are personally liable in accordance with the Code of Administrative Offences of the Russian Federation.

Violation of migration rules involves payment of penalty charges by university (400 000 – 500 000 rubles) and personally by student (2 000 – 5 000 rubles). It might also involve administrative deportation from Russia and in some cases – refusal of visa extension and registration extension for a period up to 2 years .
